Gender Budgeting and Gender Poverty Traps
Women's equality is significantly shaped by their economic circumstances. In Manitoba, a variety of measures have been tried that are intended to address poverty and that would serve to enhance women's equality. This presentation will review some historical poverty focused measures such as the Guaranteed Annual Income experiment of the 1970s in Manitoba (Mincome) as well as more recent lobbying efforts promoting gender based budgeting to the Manitoba Finance Ministry. The paper will review the effectiveness of diverse attempts at policy change that take women into account as well as offering some thoughts for moving forward.
